If a company is not listed on the HSE Licensed Asbestos Removal Contractors (LARCs) Register, can they remove asbestos?

Not all asbestos removal requires a licence from HSE.

Companies listed on the LARCs register is for licensed asbestos removal work.

However, a licence from HSE is not required for non-licensed or notifiable non-licensed work with asbestos, which includes asbestos removal, but they would need to have the correct level of training and competency.
